Public Utilities Code §15501 et seq.

Powers and Functions: Maintain the infrastructure to provide electricity, natural gas, water, power, heat, transportation, telephone service, or other means of communication, or the disposition of garbage, sewage, or refuse matter.

Formation: May be incorporated and managed in unincorporated territory.

At least 3 Directors, elected by resident voters to 2-4 Year terms*

*Elected at large and from territorial units in unincorporated areas suited within the county (See Public Utilities Code §15951-15976)
